I think there's no other way. The aternative is to set first :
set( OROCOS_TARGET $ENV{OROCOS_TARGET})
if ( NOT OROCOS_TARGET) ....

Identical on how we detect ROS_ROOT. The patch is fine actually.

Applied on toolchain-2.3.
