utilrb does not have dependency on ruby

Hi,

when trying to build utilrb in clean ros environment I noticed that utilrb's
dependency on ruby disappeared. Why was this done, and would anyone have
problems to re-include it because now the rosdep system has no way to know it
has to install the needed ruby dependencies for utilrb.
