That link answers your first question: what is KDL for?

KDL can be built and used independently of Orocos RTT. Additionally, you can
use the Orocos RTT KDL
plugin<http://people.mech.kuleuven.be/%7Eorocos/pub/stable/documentation/rtt/v1.0.x/doc-xml/orocos-kdl-plugin.html>if
you're interested in exposing KDL-specific features in the Orocos
scripting language. My guess was that you would probably want to know first
what KDL was before finding out if the Orocos RTT KDL plugin (and not KDL
itself) is supported by RTT 1.8.2 ;-)

Also, work on Orocos RTT 2.0 is about to start soon. This will entail quite
a few changes (see recent posts on the ML), so if you're interested in using
the scripting extensions provided by the KDL plugin, it would probably be a
good idea to ask how these features will fit in the context of RTT 2.0.
